Key qualifications
- Experienced in valuing water in economic transactions, in valuing the social value of water and valuing of water in the provision of environmental services.
- Experienced in analysing the allocation and management of shared waters at all levels from the farm to the international level. Can advise on the role of economic analysis in a broad integrated approach to water development including the consideration of trade, environment, equity, and legal issues. Can provide advice on conflict resolution.
- Capable of evaluating technical assistance projects for water resources development involving environmental and water law; also projects involving Earth observation techniques and the implementation of GIS systems.
- Experienced in EIA studies.
Specific relevant experience
- Edited and contributed to publications on Middle Eastern water resources.
- Contributed to a studies of water resouirces for the Government of Jordan, December 1992-December 1993.
- Contributed to discussions on the joint management of shared water resources in all the river basins of the Middle East.
- Member of numerous teams advising on water resource management in the Middle East and North Africa, Southern Africa and Central Asia.

Authored two books and edited five on land, water, agricultural and irrigation issues, the most substantial of which were: The Nile: managing a scarce resource, edited with P.P. Howell and contributed, Cambridge: Cambridge University Press, 1994. The Sahara: ecological change and early economic history, London: Menas Press, 1981, 145 pp. Water in the Middle East: legal and commercial issues, edited with C. Mallat and contributed, London: Tauris Academic Press, 1996, 360 pp. Water and Peace in the Middle East: negotiating resources in the Jordan basin, edited and contributed, London: Tauris Academic Press, 1996, 245 pp. The Middle East water question: hydro-politics and the global economy, London: I B Tauris, 2001.
Has also published over one hundred refereed articles of which over 30 are on land and water allocation and management issues and on such topics as the value of water and water as an economic resource. Has also published and edited material on legal issues in relation to water.
SOAS/King’s College London Water Research Group
Professor Allan heads the Water Research Group. The group focuses on three main topics:
1.- Water, food and trade.
2.- Water management institutions and their reform – including international institutions.
3.- Financing water services.
Relevant Honour
Awarded the 2008 Stockholm Water Prize for contributions to international water science and policy. "Professor Allan pioneered the development of key concepts in the understanding and communication of water issues and how they are linked to agriculture, climate change, economics and politics." The award includes a prize of US$ 150,000.
